Physical attacks legislation proposal.

I don't like fighting & prefer talks to physical altercations but below is a concept legislation I thought of that may work in our angry society.  PART 1) There should be no assault cases for people between the ages 15-35 except under the circumstances written in this article, they should just fight it out in a clear space with a 5 metre radius, any weapons or unnatural advantage held by one fighter must be taken away - murders are not charged in this circumstance. If someone outside the above age bracket attacks - you can defend yourself, if not, PART 3 applies. If this proposal is ever passed as law, it should only be for people of the same gender or PART 3 applies. If the fight is between more than two people, the party that attacked first is given 60 lashes & five years **unpaid labour in jail (50 lashes & *juvenile detention for the guilty party under 18 years). Conspiracy theory: The hidden motive behind KZN talents leaving the province.

A lot of my former peers are in Gauteng, Cape Town & even various places overseas. This could've been me if I was more responsive to peer pressure. I truly believe one of the main reasons KZN is not on par with, at least, the Western Cape is because of the exodus of it's sportsmen, academics & intellectuals. There's almost a hidden agenda to get talent out of KZN. The equation is simple, the more educated people there are in a place, the more cultural & economic development they make. Now, when all the academics & learned people of the province are running off to other provinces, it becomes more difficult to compete economically. Uneducated people can literally have all their resources stripped away from them because they don't have the know-how to use them optimally. Uneducated people would rush off to get foreign resources even if they had the capability to obtain the same resources in their country, that is "A failure to use their minds" as ...
